1. In a food processor, pulse the shrimp until finely chopped. Transfer to a large mixing bowl.
2. Add the ground pork, green onions, garlic, ginger, soy sauce, Shaoxing wine, sesame oil, salt, and white pepper to the bowl with the shrimp. Mix well to combine.
3. To assemble the wontons, place a small spoonful of the filling in the center of a wonton wrapper. Moisten the edges with water, then fold the wrapper in half to form a triangle. Press the edges to seal. Repeat with the remaining filling and wrappers.
4. Bring a large pot of water to a boil. Cook the wontons in batches for about 4-5 minutes, or until they float to the surface. Remove with a slotted spoon and set aside.
5. In a small saucepan, heat the vegetable oil over medium heat until hot. Carefully pour the hot oil over the Sichuan peppercorns and dried red chilies in a heatproof bowl. Let the oil infuse for about 5 minutes.
6. In a separate bowl, mix together soy sauce, black vinegar, chili oil, and sugar to make the sauce.
7. To serve, place the cooked wontons in individual bowls and drizzle with the spicy chili oil sauce. Garnish with extra green onions if desired.
Special Tips or Variations:
- For a milder version, reduce the amount of chili oil or omit the dried red chilies.
- You can make the wontons ahead of time and freeze them for later use. Just boil them straight from the freezer when ready to eat.
